Implementation of the Urban Platform in the “Leiria Smart City” Project

The Municipality of Leiria was seeking a solution to integrate scattered information on public transport, parking, and other urban infrastructures, in order to support political decision-making and provide efficient services to citizens.

Our solution

To address these challenges, Leiria launched the “Leiria Smart City” project – an initiative that leverages digital and technological tools to consolidate urban data and support decision-making in the fields of mobility and sustainability. With the support of Ubiwhere, an integrated data management platform was developed, gathering information on:

  • Public transport: Real-time data from the Mobilis service (Leiria Urban Transport), making journey planning easier.
  • Parking: Up-to-date availability of car parks and parking spaces.
  • Shared bicycles (Biclis): Information on stations and bicycle availability.
  • Electric vehicle charging: Location and status of charging points.

This information is also made available to citizens through the web portal and mobile application, “mobis.leiria”, both developed by Ubiwhere.

Beyond the digital channel, this data also reaches public spaces through urban digital panels provided by Digiwest. In this way, citizens can easily access useful mobility information while moving around the city, benefitting from a modern communication network that brings technology closer to everyday urban life.

Improved urban mobility: Centralised data enables more efficient management of transport and infrastructure, reducing congestion and enhancing the user experience.

Environmental sustainability: By promoting the use of public transport and soft mobility modes, the project helps reduce the city’s carbon footprint.

National recognition: The “Leiria Smart City” project was awarded the “Consumer-Friendly Municipality” prize in the Digital category by DECO, highlighting Leiria’s commitment to digital transformation in service of its citizens.

The partnership between the Municipality of Leiria and Ubiwhere resulted in an innovative solution that not only optimises urban management but also encourages active citizen participation in building a smarter and more sustainable city. The “Leiria Smart City” project stands as a model for other cities seeking to integrate technology into urban management.
